Wrong passport details on a China tax refund: what to do after departure

After leaving China, direct a passport-detail error enquiry to the issuing shop and departure-port refund agency; no general correction or refund guarantee is verified.

The 15-second answer

We have not verified a general procedure that guarantees correction of shop-entered identity details after you leave China. This page helps you prepare and direct an enquiry about your specific record; it does not establish that your refund can be recovered.

Source checks: Shanghai’s post-departure answer and counter directory, the 12366 public contact pages and STA notice 2026-37 were read on 12 September 2026. These support the stated enquiry route, not a guaranteed identity correction or payment. Recheck the actual desk and current procedure if a notice, contact or system changes.

Contact the shop that issued your refund form and the refund agency at your departure port. Ask them to identify the failed step and confirm whether your original record can still be corrected and processed. Do not create a second application yourself.

A refund after departure is not assured. Shanghai's official guidance says a traveller who left without applying at the refund counter generally cannot claim later. It identifies possible exceptions when a traveller reached the counter but technical or system problems prevented processing. A shop entering your name or passport incorrectly is not automatically one of those exceptions. This is Shanghai’s published answer; it does not settle every other port’s individual cases. Already left China: choose the situation that matches your records

  • The counter rejected the name or passport number: ask the issuing shop to check its original system entry. Ask the refund agency whether the refusal was recorded and whether a lawful correction can continue that application. Get its answer and any required next step in writing where available.
  • The counter accepted your identity but its system failed: ask whether the delayed verification and bank-transfer procedure in Article 23 applies to your recorded case. This rule does not promise that an identity mismatch can be repaired. National rules (Source 2 below)
  • You never reached the counter before boarding: explain that accurately. A Customs stamp alone does not establish a completed refund application; Shanghai's guidance above generally treats leaving without applying as giving up the refund.
  • You have a refund receipt but the money has not arrived: ask the agency to trace the existing payment. Give the transaction reference; do not treat a delayed payment as a new refund claim.
  • You already received a refund-upon-purchase advance: include the agreement and whether the credit-card pre-authorization was released or charged. Ask the named agency about that agreement as well as the refund record.

Who to contact

Start with the actual store on your invoice or order and the original departure refund agency. Ask for a record check and the correct secure channel for documents. The store is responsible for issuing the form; the refund agency checks identity and application consistency. This division does not give either party an automatic right to reopen a completed journey.

For another departure port, use the agency on your refund paperwork. If it is missing, ask the issuing shop to identify the responsible agency. You can also use the national tax platform’s online enquiry route:

  1. Open 12366 — Online messages / 网上留言 (in this page’s Fact sources below, click this exact label). Use 切换 — Switch beside the province/city shown at the top to choose the relevant purchase or departure location. Give both locations in your enquiry if they differ.
  2. Choose 我要留言 — Leave a message. An account login is required; the checked route leads to 12366 — Account login / 登录 (in this page’s Fact sources below, click this exact label).
  3. If you have no account, open 12366 — Email registration / 邮箱注册 (in this page’s Fact sources below, click this exact label) and choose 邮箱注册 — Email registration. The page shows nickname, password/confirmation, email address, 验证码 — CAPTCHA and 邮件验证码 — Email verification code fields. 获取邮件验证码 means Get email verification code; 注册 means Register. The invitation code is labelled optional. Email registration is offered, so do not assume a Chinese phone number is the only registration option.
  4. After completing your own registration/login, return to Online messages and Leave a message. Use the short case summary below to ask which office handles your record and which secure channel accepts supporting documents.

We checked the entry pages and the login requirement, not completed registration. Email-code delivery, CAPTCHA completion, access from your country, successful account creation, the logged-in form and message/attachment submission remain untested. No message or verification-code request was sent. If the account flow fails, give the same short summary to your original merchant or refund counter and ask for the competent office’s direct contact. Do not send full identity documents to an unverified address or public message board.

Shanghai’s own FAQ directs policy questions to Shanghai 12366; a short-code connection from abroad is not guaranteed.

Prepare one case summary

Keep these records together: refund application and reference number; sales invoice; issuing shop and purchase date; the incorrect field and its correct value; entry and departure dates; airport/terminal; Customs stamp or electronic validation status; counter visit time; refusal/error message; any refund receipt, advance agreement or payment reference.

This is a practical enquiry checklist, not an official list of documents that guarantees reopening. Keep originals. If no written refusal was supplied, say so. Electronic records matter: current rules support electronic forms, invoices and system verification; a missing paper stamp alone does not tell you whether the electronic procedure was completed. For the first contact, give the application number, shop/port, dates and error category. Ask for a verified secure submission method before sharing a full passport copy. Do not put passport or bank-card details in a public message, or share a payment password, CVV or one-time code.

What counts as a next step

A reply identifying the responsible office, specific records needed and whether your case can proceed is useful progress. A generic acknowledgement is not an approval. If a desk cannot help, ask for the correct agency or tax-office contact and retain the reference. No reply does not prove there is no remedy. Do not pay a stranger who promises to reopen the refund or mail originals without a verified request.

For future purchases, compare your identity details with the shop's record before leaving. If something is wrong, ask the shop which lawful correction is available and check the corrected system record with staff. Do not alter the form yourself or assume cancellation and reissue are always allowed.
