Choose one of four cash routes

RouteWhat must existUse it whenBoundary
ATM with a physical cardA physical card, its PIN, overseas cash enabled and a bank ATM showing the card networkFast default when the issuer terms are acceptableA logo permits an attempt; the issuer can still decline or add fees
Staffed bank exchangeSupported foreign banknotes, original passport and an open exchange counterUse when there is no compatible physical card or the issuer makes ATM cash expensiveCurrency, note condition, quote and outlet capability still vary
Authorised exchange counter or machineSupported banknotes and the required identity checkUse at an entry port or hotel when a bank counter is unavailableHours, currencies, limits and the delivered denominations can differ

Run the ATM without accepting a hidden conversion

  1. Use a staffed-bank ATM showing your physical card network; shield the PIN and request a bounded amount in CNY.
  2. Read any operator fee before confirming. At BOC, the current foreign-card single-withdrawal limit is CNY 3,000; daily and annual limits remain issuer-controlled.
  3. If the screen offers your home currency, keep the transaction in CNY by default. Visa says DCC must be optional and disclose both currencies, the rate and added fee or markup.
  4. Take the cash, card and receipt before leaving. Save the ATM identity, time, CNY request and result without storing the PIN, CVV or full card number.

Capture five cost parts before comparing ATM and exchange

VariableWhat it isWhere to get it
RRMB actually dispensed or receivedCount only usable RMB in hand
AATM/operator charge shown before confirmationRecord the exact screen; do not assume every BOC or other-bank ATM is free
IIssuer withdrawal, fixed or cash-advance charge and interestCheck the card agreement or ask the issuer; a Chinese ATM cannot prove this amount
XIssuer exchange rate or foreign-transaction chargeThis normally appears through the issuer when the ATM transaction stays in CNY
DOptional DCC home-currency conversion and markupRecord the disclosed amount and rate; D is already embedded in the displayed home-currency total, so do not add it twice
THE COMPARISON

Local-currency ATM: after the issuer settles, calculate all final home-currency debits ÷ R. Include any separately posted A, I, X and interest actually charged. DCC ATM: calculate (displayed home-currency total + issuer-confirmed fees/interest not already included) ÷ R; D is already inside that displayed total, so never add D again. Add every issuer-confirmed fee or interest amount not already included in that total, including any applicable cross-border or cash-advance charge. Do not count the same fee twice. If interest or another cost is still unknown, the comparison is incomplete; cancel before confirming when you cannot accept that uncertainty. Staffed exchange: calculate (foreign-currency banknotes surrendered + separately paid fees not already deducted from R) ÷ R. Compare routes only in the same reference currency; otherwise convert both results to one declared benchmark first.

Seven completed cash decisions

C1
ATM DEFAULT

Physical Visa debit card, known PIN, overseas cash enabled

Result
Use a bank ATM showing Visa, request CNY and keep the receipt. Bank of China currently lists Visa among supported overseas cards; approval and issuer charges remain live checks.
C2
SWITCH

Only a virtual card in a phone wallet

Result
Do not plan the first night around NFC cash withdrawal. The reviewed official China visitor and BOC pages do not promise phone-only ATM access; use supported banknotes at a staffed exchange point or another physical card.
C3
REVERSAL

The only physical card is credit and the issuer confirms cash-advance costs

Result
Compare that issuer total with the staffed-exchange quote before confirming. A displayed ATM logo does not make the credit-card cash route cheap.
C4
EXCHANGE

Supported foreign banknotes plus an original passport

Result
Use a BOC exchange counter or another marked authorised channel. BOC says a small exchange can be handled with valid ID and no BOC account, but the exact currency, notes, outlet and quote still control.
C5
CNY DEFAULT

The ATM offers CNY or your home currency

Result
Default to CNY and let the issuer convert. Reverse only after the screen discloses the home-currency amount, rate and markup and you can compare it with current issuer terms.
C6
RECOVER

The network logo is present but the withdrawal declines

Result
Stop repeated identical attempts. Confirm the PIN and overseas-cash setting with the issuer, try one other staffed bank ATM, then switch to exchange rather than locking every card.
C7
RECOVER

A BOC ATM retains the card

Result
Keep the printed slip, note the ATM and time, then contact the managing branch or BOC at 95566. BOC says collection must follow its confirmed process and time window.

Fund the first night, not the whole trip

Set the first-night cash target as (highest credible airport/station-to-hotel fare + two simple meals + one unplanned room night if the booked room is not securely prepaid) × 1.20. Add separately priced remote legs or essential tickets with no confirmed alternative. Round up to a practical cash target only after the calculation. Withdraw or exchange that bounded result, then reassess at a staffed bank after arrival. Keep the second card and part of the cash separate from the phone and primary wallet.

Worked planning inputTransportTwo mealsAccommodation gap20% buffer; round upCash target
Example — replace every inputCNY 302 × CNY 40 = CNY 80CNY 300CNY 82; CNY 492 → 500CNY 500
Hotel prepaid — replace every inputCNY 302 × CNY 40 = CNY 80CNY 0CNY 22; CNY 132 → 200CNY 200

Unpaid-room example: (30 + 2 × 40 + 300) × 1.20 = CNY 492; round up to CNY 500. Prepaid-room example: (30 + 2 × 40 + 0) × 1.20 = CNY 132; round up to CNY 200. All inputs and the rounding to the next CNY 100 are editorial planning choices, not observed prices, banknote availability or a universal recommendation. Replace them with the actual route, group size and booking. Do not subtract the prepaid room again: its cost is already zero in the second calculation.

Phone payment unavailable

Use the cash target and preserve both physical cards.

ATM route unavailable

Move to the marked staffed exchange route with passport and supported banknotes.

Only one CNY 100 note

Ask a bank for small notes or a change purse before relying on a small merchant for change.

Recover without losing the second route

R

The withdrawal declines

First action
Photograph only the error and ATM identity, not the PIN or full card.
Alternative
Contact the issuer and try one different staffed bank ATM.
Escalate
Switch to staffed exchange; stop before repeated attempts trigger a lock.
R

The ATM keeps the card

First action
Keep the slip and note the bank, ATM ID, place and time.
Alternative
Contact branch staff or the operator number on the machine.
Escalate
For BOC, call 95566 and follow the confirmed collection window; lock the card with the issuer if retrieval is unsafe or impossible.
R

Cash is missing or partial but an account debit appears

First action
Keep the receipt and record the exact requested and dispensed amounts.
Alternative
Contact the ATM operator and issuer without making a second identical withdrawal.
Escalate
Open the issuer dispute route and preserve the final statement; this page cannot promise reversal timing.
R

The counter cannot exchange the currency or note

First action
Ask whether another branch, authorised counter or machine handles it.
Alternative
Use a second supported currency or physical card if available.
Escalate
Do not hand cash to an unverified person offering a private wallet transfer.
R

A merchant cannot change a large note

First action
Offer a smaller note or exact amount.
Alternative
Ask a commercial-bank counter for small notes or a change purse.
Escalate
Move the urgent purchase to another staffed merchant instead of escalating at the counter.
R

A face-to-face merchant refuses RMB cash

First action
Offer lawful RMB once and ask for a workable denomination.
Alternative
Finish the urgent purchase another way and preserve the merchant, time and receipt.
Escalate
The current rule allows evidence to be taken to the local PBOC branch; it does not justify a confrontation.
R

No usable card or cash

First action
Stop searching for another ATM. Check any existing order first: if paid or pending, do not pay again until the merchant or provider resolves it. If no earlier payment is outstanding and a prepared wallet still works, use it at a staffed merchant through the complete payment fallback.
Alternative
Stay at a staffed hotel, airport or station desk. Ask the issuer through its official support whether you qualify for emergency cash/card assistance and confirm ID, collection point, amount, cost and timing; approval and availability are not guaranteed. Alternatively, ask a trusted person to buy the exact transport, meal or room directly, and have the provider confirm the named booking and payment before you move. Do not trade a transfer for cash with an unverified stranger.
Escalate
If the loss of transport or accommodation creates an immediate safety problem, remain at the staffed venue and ask for emergency assistance. Use 110 only for an immediate threat or crime, not as a cash-delivery service.

Do not use this page to assume

  • Every ATM with the right logo will approve the card
  • A phone wallet or virtual card can replace a physical ATM card
  • BOC's CNY 3,000 single-withdrawal limit applies to every bank
  • One universal ATM, issuer, cash-advance or exchange fee
  • Every branch handles every foreign banknote or stays open at arrival time
  • A cash-acceptance rule guarantees smooth service or change at the exact counter

Sources and verification boundary

The linked official cash, BOC ATM/exchange and card-network documents were read on 5 September 2026. The BOC CNY 3,000 limit and 95566 route apply to BOC, not every bank. Missing/partial-cash recovery is an editorial action plan from general ATM/dispute guidance, not a bank-specific reversal policy. Trying at most one different staffed ATM is an editorial stop rule, not a bank requirement. No withdrawal or exchange was field-tested. Recheck the ATM screen, issuer terms, bank outlet and quote on the transaction day.
