Buy and activate a local SIM at a staffed arrival point
Yes, you can buy a passport-registered local SIM at a staffed airport counter. A concrete option is the China Telecom service at Shanghai Pudong Terminal 2’s International Services Shanghai center. Bring an unlocked, compatible phone and your original passport; leave only after mobile data works with Wi-Fi switched off. If your phone is eSIM-only, or the desk cannot finish activation before you need to leave, use your prepared roaming connection or airport Wi-Fi for the first journey.
Pudong T2: find the staffed service point
For an international arrival at Shanghai Pudong (PVG) Terminal 2, clear immigration, collect your bags and pass customs, then look directly outside the international-arrivals exit for the ring-shaped International Services Shanghai sign. Ask at the communication counter for a China Telecom SIM. Shanghai’s March 2026 guidance identifies the T2 center and round-the-clock services; its April 2026 airport report confirms passport applications for 7-, 15- and 30-day China Telecom SIMs. These are published services, not a promise of stock or instant activation on your flight date.
Use this arrival route at Pudong T2. At another airport, ask its staffed information desk for the operator counter and its transaction hours. The center’s overnight opening does not guarantee every SIM transaction can be completed then. Have staff show the total price, data allowance, expiry and any ongoing charge before choosing a plan.
Before leaving home, check that your phone accepts a physical SIM, is unlocked for another carrier and supports the operator’s network bands and voice service. Save the exact model number and region version, not just “iPhone” or “Samsung”, for staff to check. An eSIM-capable phone may also accept a physical SIM; an eSIM-only phone cannot use this physical-card route. Do not assume a mainland eSIM can be issued to your particular overseas phone. Keep a usable home roaming option if the physical-SIM checks fail.
Kunming B1: confirm the counter and plan expiry
For two travellers or a longer stay, bring both passports and a written list of the functions and expiry date each person needs. Have cash or a bank-card alternative ready, and ask the counter which methods it accepts before beginning registration.
For Kunming Changshui (KMG), the airport’s own report locates the Overseas Visitors Comprehensive Service Center (境外来宾综合服务中心) on B1 in the international-arrivals hall. It provides passport-based short-term SIM applications and multilingual assistance. That is a concrete help point after customs, including when you need someone to direct you to an available operator.
A 14 February 2026 on-site report by Kunming Information Port places a China Mobile counter directly opposite the B1 international-arrivals exit. The reporter saw a 09:00–22:00 opening-hours sign and passport/face registration. Treat those as the reported location and hours, not a live September guarantee; they are distinct from the airport center’s published 24-hour guidance. The report describes short-stay cards, but does not establish a current 90-day product. Do not rely on this desk for an arrival after 22:00.
For a long stay, show your actual departure date and ask whether one plan keeps the same number active until then. If it does not, get the exact renewal or replacement process and date in writing. Do not assume topping up money extends an expiring tourist SIM: China Mobile’s published short-term-card guide says the number deactivates when its plan expires. Buy a shorter card only if it covers your immediate needs and you accept arranging the remaining period before that expiry.
At the counter: finish the setup on your own phone
- Show the original passport, the exact phone model and your travel end date. Say whether you need a mainland number, incoming SMS and calls as well as data. For two separate numbers, have both travellers and their passports present. Ask staff to confirm that the offered card works in your handset before paying.
- Ask for the all-in price in RMB, data allowance, speed or usage limits, call/SMS inclusions, activation time and exact expiry date. Confirm how to top up, whether renewal is possible, whether there is a recurring charge, and how to cancel. Keep the written plan terms and receipt. Have cash or a bank-card alternative ready if your payment app is not fully working; check the counter’s accepted payment methods.
- Complete the operator’s identity check and service agreement. China Mobile’s official guide includes ID entry, face capture/verification, agreement, payment and an activation test; that is its published process, not a claim that China Telecom uses an identical screen sequence. Ask staff to explain any term you cannot read before you sign.
- Have staff insert the SIM and select it as the mobile-data line. Keep the home SIM safe, and keep its data roaming off unless you intentionally choose your home roaming plan. Ask staff to check network registration and the correct data/APN settings if the phone has no service.
- Turn off Wi-Fi and automatic data switching to your other SIM. Load a fresh map or hotel page over the new SIM; if you bought a number with calls/SMS, ask staff to demonstrate an incoming SMS and a call. Record the new number, expiry, support number and top-up route before you leave. Leave only after the functions you bought have been demonstrated on your phone.

Keep the first journey moving if the SIM fails
- No local number at Pudong: join the airport’s free Wi-Fi, open its login page and choose passport verification. The airport publishes a photo-page scan route, so you do not need to obtain a Chinese SIM first. Ask the International Services Shanghai staff for help if the login does not appear. Use that connection to message your arrival, load your destination and save the Chinese address before leaving Wi-Fi range.
- At Kunming with a closed or unsuccessful SIM desk: go to the B1 service center for help with airport connectivity and your onward journey. Use home roaming only if your provider has confirmed China service and its charges, or use a companion’s working hotspot if their plan allows it. Do not stand waiting for a promised 90-day card while your transport deadline passes.
- No working connection at all: show the saved Chinese hotel name/address and booking to the staffed transport or taxi desk, then use the hotel connection and ask reception to help contact an operator. Before travel, save those details and an offline translation pack; Wi-Fi alone will not keep you connected once you leave the terminal.
- Paid but not activated: stay at the counter with the receipt and ask for a working activation, a compatible replacement, or the stated cancellation/refund route. Do not assume you have a working card because the phone shows signal bars. If data works but one app does not, that alone is not proof of SIM failure; use the working map or contact route for the journey.
- Set your own leaving time after clearing customs, based on the last train, booked pickup or onward flight. If the queue or identity check will exceed it, use the backup and finish a longer plan at a staffed operator office later. No fixed ten-minute or one-hour completion time is promised.
