Reach China immigration support from abroad
For a non-urgent question, write to 12367@nia.gov.cn from your normal email account. This is the written-inquiry address published by Shanghai’s official government portal, citing the National Immigration Administration. Its guidance identifies immigration staff as the responders. You do not have to complete the failed NIA app registration to compose and send an ordinary email.
This addresses the traveller outside China who has no Chinese mobile number, cannot register, has received no online-chat reply and wants to avoid an open-ended international call. Email is a different published route, not another attempt at the same chat. We have not sent a test message or received a reply; delivery, reply time and resolution are not guaranteed.
Send one question that staff can actually assess
Use a clear subject: Entry-policy question from abroad — [passport nationality] — [arrival port/date].
State your passport nationality and type, purpose of visit, entry and exit ports, dates, and the country/region immediately before and after mainland China. Include each flight/train segment if the question concerns transit. Describe the exact disputed condition and link the official rule you read. Say you need an email reply because you cannot use the registration or chat route.
For an initial general-policy question, do not attach a passport scan, passport number, booking reference, payment details or passwords. If staff need personal documents, verify the requesting channel and why they are necessary before supplying them. Keep the sent message and any response together.

您好，我目前在中国境外，没有中国手机号，平台注册未成功，在线咨询也未收到答复，希望通过电子邮件咨询。

The request asks for the applicable rule and the responsible office; it does not ask staff to pre-approve admission. Check that any answer covers your actual passport and itinerary, not just a similar example.
If it bounces, remains unanswered or travel is too close
A sent message is not a case decision. If it bounces, compare the address with the linked official page and keep the delivery error. If it remains unanswered, do not interpret silence as permission or keep buying non-refundable travel around an unresolved condition. No official email response deadline was found, so this page does not tell you that waiting a fixed number of days is safe.
For time-critical clarification, NIA publishes +86-12367, with language selection and direct English response. Before making this optional call, ask your own telephone provider whether it can route this international service number and what it charges; set your own spending/time limit. The published number does not prove every overseas carrier can connect it. Read the concise question above if connected. Do not keep redialling an unsupported route.
If both written and telephone routes fail, the remaining result is unresolved. A specific port contact must be matched to the traveller’s actual port before it can be offered; none was provided in this question. Visa-application procedure questions belong with the responsible Chinese mission/visa office, while the operating carrier can clarify its boarding-document check. Neither should be presented as a substitute immigration admission approval. Resolve the applicable rule before relying on an exemption, or change/postpone the plan if the uncertainty is material.
Do not use NIA’s general office number as a hidden personal-help shortcut: its official contact page says that office line is principally for institutional communication and ordinarily does not handle individual consultations.
